Legal Question in Civil Rights Law in India

We are in need of selling agriculture land which is in name of my daughter. She is minor, we approached an advocate he said it would take 5 months to get permission. This is 7th month, advocate says he is trying to get Date for appearing before magistrate.

Questions:

1- Why it takes such a long time

2- Any way if somebody is in urgency to sell

3- Do we have to go through this process in court in a place we are residing

4- Or , we have to go through this process in court in a place where agriculture land exists ( residence is in one state , land is in another state )

Thanks in advance.
