Legal Question in Civil Rights Law in India

Our street is 10ft. wide and everyone have more than 3ft wide stairs in street and more than 4ft on raods and whole area(Because stairs are necessary). But our stairs were only 2.5ft wide and aquired very less space in street. Even after that, MCD demolish our stairs without any notice or orders, and on the irrational demand of our neighbour(who is a habitual complainant). I am cent percent sure that JE took bribe from him to do this thoughtless act, because everybody know that if a 2.5 ft stair is illegal than all the stairs come under this category is illegal and must be demolished before demolishing smaller one. So what can be done in this case. It has been two months, But their is No Reply by MCD for our queries and their mischevios act. Please help.

1) When every body violated law, u cannot question why one is punished and another let off unpunished.

2) U hv to pursue the MCD top officials to act on others violation as it it is inconvenient to the public.
