Legal Question in Civil Rights Law in

I was transferred against all policies of the governemnt and to place where there was no work. Then I was again transferred to a place where there was some work. Again I was called back to my original place with in four months but my transfer benefits were denied. After fifteen days of calling back I was again transferred to another section and after three months to another section and after two months to another section and after one month to another section. Due to these frequent transfers I became a physcatric patient and undewent treatment for five months. I spent about sixty thousand on treatment but could not claim any medical reimbursement since due to mental condition. Secven transfers in 15 months. One of my relative made a complaint to the President and my department panicked on an enquiry report from the ministry. They sent false reports about my job knowledge. I retired on 31/07/2010. Know I want to teach a lesson to those officers who manipulated the things just to harrass me. I want to see these officers standing in the court of law for the wrong done by them. Under which sections of law I can file a suit and claim compensation. I have proof of all the wrong done by the department.
