Legal Question in Civil Rights Law in India

We are currently in USA. We have apartment at Badlapur. Builder did not formed co-op society yet (took Rs. 50000/- towards society formation 18 months before) and demanded Rs. 500/ pm maintenance from Jan 2013. We paid maintenance for the year 2013 via cheque on his firm name. He refused to accept it and said pay by cash only and disconnected water supply to our apartment. He did not provide any reason for not accepting the cheque payment. When called him, he threatened us and told I shall cancel your agreement and will not pay anything. How he can cancel the registered agreement when we paid the Flat cost and other incidental amount in full on time and took the possession. What are our rights? what should we do? He is not picking up the call nor responding to our emails.

Please guide us.

have already replied to your query.If he has taken money for forming a society you can ask him to give details of the steps he has taken. All the residents can collectively take action against him or you can serve hi a legal notice.
