Legal Question in Constitutional Law in

Dear Sir,
We would like to know that there is a person who is idle & non-working in our society seats & sleeps 24 hours on the gr. floor of the society premises - compound. The flat is in the name of his elder brother.
The problem here is he plays MUTKA and calls some friends to drink liquor, spits in the lift & on the walls of premises by Mava Chewing but nobody can catch hold of him red handed. He also annoys many people and uses terrace for cloth hanging & drying everyday.How can we complain about him and stop doing all such things, pl. help us and inform us.

the managing committee members can take action by filing police complaint etc.
