Legal Question in Construction Law in India

I have booked a flat in an under construction project in Bangalore in the 5th floor and paid 50% of flat value as down payment, BBMP approval is there only upto 3 floors and approval sought for 4th and 5th floor is pending. But 5th floor construction has already started even without approval.

As per the builder, law allows to complete the construction (2 additional floors than the approved floors) but before registration they will get the required approvals. They also said that taxes(service/sales) need to be paid as construction will be completed.

Is there any limit on the no. of floors in Bangalore. The building occupies the entire land, somebody said that for construction 4 floors & above, open spaces need to be left out on all sides of the building.
