Legal Question in Consumer Law in India

I stay in an 280 flat apartment building.Theres a Store/Home functioning in one of the residential flat.They are storing & selling groceries in their house itself. No bill for any purchase.
Is it legal to operate such a store? If no bill/ no tax remittence to Govt on such sales, is it not to be reported?
I understand from many residents that they have cheated a lot by collecting advance amount for Water Bottles and not refunding since there's is no receipt . So just wanted to go on the Legal aspect of the Store operation - without any license / tax remittence etc..
Whom to complain to such that some action will be taken?
