Legal Question in Credit and Debt Law in India

My father is recently deceased. As his daughter, I have been in touch with all credit cards which he was holding. I have mailed all of them his death certificate and have been seeking settlement on his outstanding dues. Yesterday however, when I called AMEX and they refused to entertain my call saying there has been a change in procedure and they will only talk to the person listed as his legal heir. If i get registered as my father's legal heir, does that make me liable for his debts?
