Legal Question in Criminal Law in

i had filed a complaint before the commissioner of police for the registration of frist information report but the police authority failed to registred the first information report than i had filed a complainant before the illaka magistrate which the magistrate had sent the said complainant to the concern police station with direction to investigate and report to the court after the completion of investitgation wheter the police will register first information report or not before investigation
