Legal Question in Criminal Law in India

Hi i got married 11 months ago, My husband and his family beaten and tourcherd me asking for dowry and send me to my mother's home and filled RCR against me and its running one side. I have also filled a police complaint in women station but he has some local influence so they refused to file the complaint and gave me only the CSR copy so, I have gone to the protection officer regarding my dowry harassment and his refusing to give back my stridhans including 20 Sovereigns of gold. So they called my husband and his family for enquiry but there to he refused to give back my stridhan. So i have prepared all my forms for domestic violence case and submitted to the protection officer .
My question is,
Will the protection officer themselves file the FIR on my case before producing it to the magistrate or else after some hearing olny the FIR will be filled.
And if so, the FIR will be filled only on my husband or his family members whom i have included as respondent.
