Legal Question in Family Law in Israel

Someone in my family lives in Israel and I am in the USA... That someone who lives in Israel has children and their kids are so terribly neglected and the living conditions are just awful. I would hate for the kids to be separated or to be in some shelter where they would be worse off. I (and many other immediate family members) would GLADLY take the kids if I could. Is it possible for kids taken away to go to immediate family in the USA as a first resort? What are my options?

In order for this to happen you would have to show that it would be in the best interests of the children. In order to show this to the court a social worker would have to give a report. Perhaps people could testify re the neglect and living conditions. It would have to be very bad for the court to a. move them. b. move them out of their natural environment.
