Legal Question in Family Law in India

Raman,17 yo residing in govind puri dwells with in abusive atmosphere. His parents and his relatives are too mean, rude and possessive with him and I am his school senior. He has no good people to help him out execpt me. To solve this problem , would consulting Hotlines and NGOS like ICALL , Sumaitri work ? Do counselling provided my ngos normally work ? I want to save him from this abuse, he cant tolerate anymore . PLEASE ADVICE

if he is facing such abusive atmosphere, he can straight away go to a magistrate and narrate his story and demand his protection rights from his parents and other relatives so that they should not ill behave with him. Court will issue a surveillance order to the SHO of the nearest police station to keep an eye on the relatives of the boy so that he should be brought up in a good and healthy atmosphere.

But the question is

1. How to reach the magistrate ?

2 Can one contact magistrate via phone or have to meet him personally ?

3.Does it requires fees to complaint to magistrate ?

he may contact the legal service authority situated in every court and he does not have to pay a fee. a complaint under relevant provision can be made for protection.
