Legal Question in Real Estate Law in Pakistan

Dear Sir,

I want to know that I have given a sum of one lac rupees to one property agent as confirmed token money for a 5 Marla apartment in Bahria Town Lahore on March 19, 2016. He gave me a receipt of one lac rupees on same day on his original letter head stating that he will give me the transfer on March 22, 2016 and rest of payment will be done on March 22, 2016. But now he is using lame excuses and saying that transfer will be done in few days and it�s been 24 days today. The original receipt of payment of one lc rupees on his letter head is with me. What can do legally against him. What does property laws say regarding this? I heard that if either party violates the law, he has to pay double amount? Is it true and can I claim double token money from him?
