Legal Question in Wills and Trusts in India

My father has 4 sisters. All are married and have their family. My grandfather has written a will and registered in 1984. my grandfather passed away in 1989. My grandmother had all the documents and gave us only before her death this year June 2014. My father wants to probate the will. Can this be done. One of the sisters is refusing for NOC. What are the options?

If the property is non ancestral one the will is enforceable by law. If the property is located out of the limits of original jurisdiction of bombay madras Calcutta and delhi high courts no probate is needed.
