if you are power of attorney for someone -does that make you responsible for their bills or in any way liable for bills

No, a power of attorney merely gives you the authority to act on behalf of that person. While there are ways that you could make yourself liable for that person's debts, holding a power of attorney for that person in itself will not create that liability.
