liable for lawsuit?

person sends out letters to entire neighborhood telling the names of four families that do not pay neighborhood dues and basically telling one family their home is trash, clean it up. Isn't there some privacy law or something being broken here? The person sending the letters has no idea what circumstances each family face in their finances.Would these people have a lawsuit?

If the person sending the letters is acting on behalf of a neighborhood homeowners association in an attempt to collect assessments this could be a violation of the Fair Debt Collection Practices Act. Debt collectors cannot communicate a consumer's personal affairs to third parties.
