Generally, a trust can name anyone the "Settlor" or person making the trust wishes. However, I would caution that if the trustee does not live in the U.S., and the trust assets are moved by them to a foreign country, it may be difficult, to say the least, to get the assets back for the beneficiaries. Further, if they are not a U.S. citizen, and are not her on a permanent status, then you risk your trustee being deported from this country. While yo may be permitted to do it, I would be very reluctant to name a person with this status as a trustee of a U.S. based trust.
