A grandchild cannot file an immigration visa petition for his or her grandparent. A child can do so, but you did not say whether your mother is a U.S. citizen or not. If she is, she can petition for your grandmother and your grandmother can consular process into the United States. You do not say what country she is from, so it's hard to tell how long an immigrant visa and consular processing can take. The other possibility is inviting your grandmother to visit you, especially if you have not seen her in a long while. This will only be for a temporary visitor's visa, for about 6 months, and then your grandmother must return to her country. No, you cannot. Only a USA citizen child (e.g. your mother) has this right. Whenever she petitions for her parent, she will be obligated to undertake financial responsibility for her mother, as a sponsor (by signing the Affidavit of Support on her behalf)

If your mother petitions for her mother, your grandmother can move to USA within one year (doesn't matter what country she is from), assuming that she is abroad, not in violation of any US laws, not inadmissible.
