Public Photograph

Can someone take a picture of a situation and post it on the internet showing a persons face without their permission or signing a release of some kind? And what about a Business name also appearing in the photo?

One has no expectancy of privacy in a public setting. Photos taken there, if not used for a commercial, economic, purpose, are not protected. Anyone can shoot a person on a street corner and publish the photo, so long as not done maliciously or for profit. Photos taken in private or on private property are another story, and basically are protected absent a signed consent from the adult subject.
