Harboring a Fugitive!

My daughter tried to get the detective to meet her husband at her house were he can turn himself in and the detective didn't show up they sent the marshalls out and she was on her way home and went ahead and broke the lock off her door and they didn't find him at first. when she got home they talked to her and she told them he's in there because they were gonna arrest her and send the kids to cps and this happened 3 days ago. And now the detective called her at work and told her he is charging her with harboring a fugitive and something else and the detective wasn't even there when the Marshalls were here. And she needs to do something with the her 2 kids. What can we do about this because the Marshalls told her they would not charge her with anything if she turned him in and she did she even had her husband talked in to turning himself inwith the detective. But the detective didn't show up. Please help.
