Legal Question in Family Law in Arizona

My daughters father went to jail shortly after her birth. He has made NO attempt to contact or support. I moved to PA with my daughter. He is now out of jail, but going back for parole violation, for another year. My daughter is now 4 years old and he has not talked to her or tried to support for the last 3 years. Now he wants partial custody and visitation. I did file for Child support, never recieved any. What rights does he have? Can this fall under Abandonment?

We should first discuss the pontential to terminate his parental rights under theories of (yes) abandonment. However, I would need to know more to determine if such could even be filed in Arizona. How long has child been in PA?
