Legal Question in Family Law in Arkansas

My husband has a 17 year old son to which he pays his ex-wife child support each month and he has not missed a payment in 13 years. The mother is a drug addict and will not give the son any of the money. For the last few months my husband and I have been furnishing him with everything. He does not live with her. He either stays with us or his girlfriend. We have bought him a car, we feed him, pay the insurance on his vehicle, pay the maintenance on the vehicle, and give him gas money. This is not including the child support my husband pays each month. It is still paid like clockwork each month. My question is can we give the child support directly to my stepson and if so what do we need to do? She has been moving from house to house with one man or another and has told my stepson that he is not welcome to live with her. What can we do?
