Legal Question in Medical Leave in Arkansas

I missed 40 hours of work to visit my father who had brain surgery. He lives 12 hours drive time away. I used sick leave from work which is allowed. At what point am I required to complete an FMLA form? I have not requested such a leave, but HR says it is required by Federal law.

FMLA would only apply if you were taking time off from work to help care for your father's serious health condition. If it is just to visit, the requirements for FMLA coverage are not met and you cannot be compelled to take FMLA time for this.
