Legal Question in Real Estate Law in Bulgaria

We were at the last stage to purchase an off plan flat in bulgaria when for the last 3 months the developer started to cause trouble: First accused us to be late in payment but still no Act 15 from him, 2) then he ask us to pay him some extra TVA for compensation. 3) After, he offered to terminate the contract, give us back our money + compensation and we simply have to sign a document (no need for notary certification). 4) He changed again his mind on the day to finalise eveything. Now refuses to give any compensation as we, once, again late. And wants us to come to sign the termination and get our money in cash = 31500Eur as he doesn't want to arrange any transfert due to comptability issue - funds paid so far were sent to an account in US, and nothing in bulgaria. It's one way communication, doesn't want to negociate. If we don't comply we lose our money; but feel insecure if we get this money in cash. Our lawyers refuse to represent on this part: they fear for the security and suggest we come and get the money ourself. We don't know what to do, lawyers don't want to advise us. We had the money for the deal, but the developper kept change his mind, so no guarantee he will give us the flat at the end.What can you advise, please?
