I am a US citizen petitioning for my husband to come to US so how long does it take to get a case number after sending petition I-130

It only takes about 45 days, but the real question is whether there will be a K3 or Consulate Processing or Adjustment done afterwards.

It takes approximately 3-4 weeks to receive a receipt once you file an I-130 petition. The receipt indicates the case number.
