Can punitive damages and damages for emotional distress be recovered in small claims court.

Yes, but small claim court judges tend to be very conservative in awarding emotional distress damages. Have you gone to the local fair hosuing department to see if they will handle your complaint without charge? Depending on where you live and what a jury panel is likely to be like [of your same race] then a limited jusrisdiction superior court suit might bring you more money, even after attoreny fees.
