Legal Question in Disability Law in California

I was pulled over for a missing license plate. I found said plate attached it and went to the police dept. and had the fact I fixed it signed off on. Now I am being threatened with suspension of license, additional fines and fees. If I do not pay them a transaction fee. Why should I pay a fee for a transaction, no money was exchanged no goods for services. Im lost. It seems illegal by CA law. Where could I find info. in support or negation.

You have to pay the fee. It is better than a fine for no license plate. It is state law.
