Legal Question in Administrative Law in California

I have receive certified letter of lien in my post office.Should I pick this letter up? Or let it be send back to sender?

Failure to accept the letter will not make the lien go away. There are California appellate decisions that say refusing or ignoring a registered or certified letter when you have reason to know its contents is no different than accepting and reading it. When the matter is something where actual service (physical receipt) would play an essential role, the sender will employ a process server - and the cost of the service of process will be added to your tab.
