1976 Posession Heroin Felony

I have tried to get this downgraded to a misdemeanor but there is no such misd. posession. I have had dismissal per 1203.4 and find I must still report when filling out my insurance application (life and health ) sales for the state of CA. Also when applying for nonresident producer I must again go over everything. Can I appeal the original conviction and get the whole thing thrown out, i do believe I have grounds. This was in Tulare co. How much are we looking at.

No. After 31 years it is far too late to appeal your conviction.
