Legal Question in Bankruptcy in California

I recently graduated from college and I have $28,000 debt in student loan and about $60,000 in credit card debt which I took out recently to do a quick turn around business outside of US and return the money back to credit card companies, but unfortunately I became a victim of fraud and I lost that money, now I do not know how am I going to pay back to creditors, I need to know if I can file for bankruptcy even though I lost the money outside of the US?

Yes, although you need to be able to document the loss.
