You should double check with the ABC, but I'm pretty sure you can. I think only bartenders must be 21.

Actually, you need to check with the local ordinance that regulates that kind of establishment, not the Alcohol Beverage Control Board. Each county and city has different zoning rules that regulate adult establishments, such as strip bars, go go bars, adult bookstores, etc.
