Legal Question in Business Law in California

I have two bills that have gone into collections. One for a hospital bill(5,000) we dont have insurance and one for a phone ad(3,000) for my business. I work and have five kids at home. We had a BK a couple yrs ago and we have no assets(outside of two paid off cars)and I make just enough to pay my rent and bills. I would like to pay 75/month for each. What is your advice, what are my options, I'm afraid I won't have enough for rent or money to sustain my sole proprietership.
