A business and a landlord can negotiate a rent and parties' bargaining power varies. If you're asking to enforce the reduced rent, than what you have is a month to month verbal agreement which is just for a month. They can demand higher rent the next month and you can move if you don't agree. It is best to get any agreement in writing and record it if the term is longer then a year.
