does a buyer has to comply with the notice requirements of CA bulk sales law if the buyer purchases a travel agency?

Probably not. The bulk sales act applies to sellers whose principal business involves the carrying of inventories of merchandise for sale, whether they manufacture it or buy it, and to restaurants. See Commercial Code section 6103. This definition seems to exclude a travel agency.
