When a customer sends a price request to a car dealership via email and the dealers representative answers the request with a price quote and it is found that the price sent back to the consumer included a typo in the price. Is the dealer legally bound to honor that price ?

Legally, when a business puts out an ad, it has been deemed an invitation to the public to make an offer for that price, to which the business can either reject or accept the customer's offer before it becomes a binding contract.

So, the answer is no.

Even if the price quote was an offer that you could accept, a blatant and honest error (i.e. the typo) would not bind the dealership. You can't expect to get a new Dodge Viper for $8,000.
