Your question cannot be answered fully without your providing full details, but one part of the answer is that any foreigner entering any foreign country, e.g. a U.S. citizen entering Mexico, probably cannot legally perform compensated services there without a permit or proper visa such as a work permit or visa allowing the holder to engage in a business, trade or occupation while in Mexico.
