Legal Question in Business Law in California

purchased a vehicle in Sept from a CA dealer- no title received to date

what legal action can I take? This was a cash transaction I'm being told the title is in his hands and being mailed for over 3 months. I can't insure it, can't register it and it's my only vehicle. I live in Vegas, the dealer is in CA there are witnesses to this transaction

A stern letter from a lawyer would probably do the trick. There is a also a state agency which licenses car dealers, they could probably help you. (I think that it is the Department of Consumer Affairs, try their website first.)
