Legal Question in Civil Rights Law in California

are new bills that pass retroactive? Im specifically interested in California SB 819 2001 (the one about daycare)I had a child that had a medical condition in my daycare that resulted in the state of california trying to terminate the parents rights. this happened in 1999, parents passed the bill in 2001 and now 13 years later they are trying to come after me. I have read the bill and there isnt anything in the language of it that says its retroactive. so can they use this bill to come after me?

Legislation is not retroactive. You should have no liability as a result of the bill in question, if indeed the bill was passed well over a year after the events in question.
