Legal Question in Civil Rights Law in California

My best friend has this dog that attacked and mauled her neighbors little

dog. this happened on my friends property. my friend has taken the dog to

the vet and paid all medical fees. here is what i want to know. both dogs were not leashed at the time of this incident. my friend thinks that the owner of the dog should compensate her for half of the medical fees aquired from the vet. total fees were over $700.00. in the mean time, my friend refuses to return the dog to her neighbor until she pays half of the bill. can she legally do this? i think since it was her dog, on her property,

that my friend is liable for the entire cost. on the other hand, both dogs were unattended, and running loose. what is the lawful solution here?
