Legal Question in Civil Rights Law in California

Is it illegal for a social worker to include a tape recording transcript typed by the sherrifs department in his report to the childrens court judge without it being authenticated? We know no permition was given to tape record and that the tape recordings may have been tampered with to use them in court. Maybe I should ask if its illegal for a detective or sheriff to type up a tape when they are not a professional transcriber? Thanks for your advice, it is verry much appreciated.

Unfortunately, whatever the social worker writes will be admitted in evidence and believed by the court.
