Legal Question in Civil Rights Law in California

Hi, I have a question, I have a neighbor who keeps assaulting me. I use Access Service and i am on a wheelchair and it stops right in front of my driveway to pick me up. The safest way to pick me up is from my driveway which is a joint driway with neighbour and the front of the car because the car is big sticks out a feet or so from boarderline and my neighbor jumps out of the house and starts saying and taking pictures of the access van and calls access boss and gives them and me a hard time. Last time my car didn't even wait because they don't want to be envolved with a police. I keep calling the police like 3 times and they don't do anything saying we can't arrest him and they say get along or say that my car needs to pick me up from somewhere else which is very dangarous. Please tell me what to do to avoid the assault because I know i have a right to use my own driveway for load and unload and he is just pushing his way with an assault.

You have the right to sue your neighbor for subjecting you to violence or intimidation under Civil Code Section 51.7. You have the right to receive punitive damages, and a $25,000 civil penalty. Consult an attorney (the court would reimburse your attorney fees). Have a friend videotape one of these episodes, or install a security camera (inexpensive video surveillance equipment is available from, say, Fry's Electronics, or online) .
