is it possible to sue a federal agency in a local (county) court?

if a federal agency (as the Defendant) tries to move the case from a local (county) court to a federal court - do you have any recourse?

You cannot sue the federal government or a federal agency in state court. It is in the jurisdiction of federal court and state court doesnot have jurisdiction to entertain such case.
