No sure if i have the right category but here goes ....

I was banned from a forum for disagreeing with the host, I subsequently re-registered under a different name and have no voice much of an opinion on the matter. The host realised it was me after a time and reported me to my ISP.

IS this harassment? Am i being harrassed by this host?

If this is a privately-owned forum then the owners and operators can decide who may participate and who may not. You have no right to take part without their permission, which is what you tried to do when you re-registered. You aren't being harassed; in fact, you are interfering with their rights by trying to make unauthorized use of their services.
