Licensed contractor without gneral liability insurance

I manage my son-in-law's construction business. He is anew licensed contractor but does not have general liability insurance which is clearly stated in his contracts.He was hired and contract signed and the work performed. The customer is refusing to pay due to the fact he had no general liability insurance at the time and they cannot pay him because he cannot be added to their list of approved vendors. The work was performed and all went well. Can they refuse to pay this bill based on him not having general liability at the time the work was performed?

They cannot refuse to pay solely for that reason. Your son should hire a local construction attorney to see if there is still time to file a mechanic's lien and then file a foreclosure/collection lawsuit if necessary.
