Can a S Corp construction co turn its self into a LLC co in California.

You cannot simply "transform" the S-Corp into an LLC. You will have to form an LLC, and then transfer everything over to the new LLC and wind-up the corporation. There are substantial tax implications of making this kind of election, so it is imperative that you discuss with a tax attorney or a CPA how best to structure the deal to reduce or eliminate any tax implications.
