Does a Mechanic's Lien have to be recorded before a Stop Notice is sent?

No. They are parallel or alternative remedies for non-payment. If you do not have a direct contact with the owner, however, you must have given the 20-day notice before or within 20 days after you started work on the project, or you have no rights to either one.
