who should pay permit fees

Have a project coming up that is a commercial remodel. The tenants will be paying for it, however, I understand my contract will need to be with the property owner. Should I, as the general contractor, pay the building permit fees & submit the plans? Or would it be better to have the tenant do it? Seems to me there would be less hassel in case something doesn't pass for the permit, to have the tenant do it.

If you didn't prepare the plans, it woild be cleaner to have them submittred by the owner. Thus, if any corrections are required, the owner/tenant can work directly with the plan preparer to satisfy the building department. You want to be sure that your price is for the plans as approved, not as submitted. After plan approval, it is best if you pull the permits so that you can coordinate with the building department for inspection.
