Legal Question in Consumer Law in California

Dishonest hotel owners .

My fiance and I booked a room at a B+B hotel in San Francisco and the hotel informed me I would have to prepay the majority of the 4 night stay in advance.We had stayed there previously so felt comfortable.However when we arrived the owners were out of town. We waited over 6 hours to check in to no avail.No one was there but a cleaning employee who knew nothing.So,we went and paid for another hotel and were exhausted after our all day wait and frustration.The bad part is after 3 months they still refused to refund the money to my cridit card which is easy to do and takes just minutes.My credit card company did refund the money pending their investigation.My question is -Can I seek punitive damages in small claims court and if so what is an appropiate amount to seek for all our troubles and being treated very rudely by the hotel owners when we tried many times to settle this matter amicably?
