Legal Question in Consumer Law in California

Is it illegal for my community college to charge me for services o will never use? For example: bus pass fee of $30 (I have a car) and a health fee of $17 (I have medical insurance). If this is in fact against the law, what actions could I take to keep from paying these fees every semester?

Sometimes these fees are mandated to be shared by all, since ti provides a service to tthe entire community fo the college. You may have to ask the administrators why they can charge everyone, and there is perhaps no opt out feature.
