Legal Question in Consumer Law in California

I live in California and had my husband drop my car off at the dealer to have a bulb replaced and get quotes on a few other issues. he clearly told the guy he was dealing with to find out what was wrong and how much it would cost but not to do any work till he spoke with my husband. my husband received a call with the work that had already been done ( work that was only supposed to be a quote) and he had even already ordered a part. but on each item he only charged us 1/2 hr labor so that it came in under the estimate... since the estimate included the items that were quotes. they did over $100 worth of work that was never authorized... but we had to pay it to get the car released.

Technically, they are supposed to get your consent before doing work. But at only a hundered dollars, why squawk.
